Obviously there is the Gtour events but also check out http://www.golfempire.co.uk which lists lots of mainly Open Golf Comps but also other events around the UK.
It's worth noting very few events allow non club golfers to play, except the Gtour plus this new series up in Scotland.

Yes CONGU handicaps are only available from affiliated golf clubs that are attached to the national union.
No online site can offer you a CONGU handicap.
Interestingly a few clubs a popping up offering associated membership schemes with the inclusive of a CONGU handicap. Whereby you join for 40 then play in 3 club competitions for 20 each and are issues with an official CONGU handicap. Obviously this is only 100 compared to normal club memberships fees.
