Here's an idea to combat slow play for amateurs, prompted by my Club's winter golf starting procedure:
Allow starting from the 10th as well as the 1st, allocate a start time back on the 1st and on the 10th for those starting at the 1st - make the time given to play nine holes sensible, achievable but reasonably brisk. If they don't make it they go to the back of whatever queue there is - maybe up to two hours! - or abandon their round. Starting at the 10th several times this winter with a need to get back in well under two hours has been a great incentive!

The easiest way to stop slow play, is to have a course steward, you wouldn't have to pay much a senior citizen or any retired person, give them free golf ??, it is not always people on the Tee, or Putting, it is the stroll after they have hit the ball, I was always told get to the ball quick and hit slow, the amount of players I see who just seem to amble along, I play at Lingfield (not one of the most easiest) but my colleague and I normally get round in 3/15 to 3/30 without running just moving a bit quicker. But steward is the answer
