GENERAL PLAY CARDS
can you hand in general play cards in in winter? (otherwise known as supplementary cards i believe)
our course is on prefered lies only on fairways amd the 4th hole is on winter green. am i aloowed to hand in three cards to get my handicap down before april?

Provided your course is within 100 yards of its measured length, then qualifying rounds can be played with preferred lies in force. If that situation exists, then you are perfectly entitled to submit Supplementary Scores.
You sound very confident that handing in 3 cards would bring your handicap down. You do realise that you can’t pick and choose which cards to submit? Your club has to have a system in place for you to decide, in advance of playing, that you intend to play a Supplementary Score round. You can’t decide afterwards that your card isn’t good enough to hand in – even if you don’t hand it in you will go up 0.1 anyway.

i undertsand this, i have handed in threee cards a week ago or so and no reply, thats why i asked the question to see if what ive done is pointless

You registered in advance to play a Supplementary Score round, played the round and handed in the card and on two subsequent occasions did the same. Would the first card have attracted a cut, no change or a 0.1 increase? If you felt it justified a cut, that would have been the time to question why no action had been taken. Have you checked in the Supplementary Scores book - or whatever system your club has to notify intention - to see if anyone else has submitted Supplementaries? If they have, you could ask them what happened when they submitted cards.
The bottom line is that your club must have a Supplementary Scores system in place and must take action on cards submitted.

Liam, as James mentioned the critical point is that you must register your intention to submit a supplementary score before you play. The thinking behind this is to stop people just putting in a card when they have a good round as used to happen with general play cards. Of course, you card must be marked by someone with a CONGU handicap as well.
The other question you need to ask is, was the round played over a 'measured course' - one for which a SSS has been assessed. Quite often, in the winter months, this will not be the case and no handicap adjustment would be possible.

thanks richard you have answered my question! i will have to wait till April as my course in 204 yards shorter than usual. The fourth is a 125 par 3 at the mo, its usually stroke index 1 par 4.
