Handicapping and score tracking

Hey ...

I would like to know how the handicapping system works. Is USGA recognized worldwide or every country/golf course has its own system to calculate the handicap.

The USGA system as far as I know does not talk about SSS but calculates the same based on slope and course rating so why do we need SSS.

Please help me figure out If there is one uniform system that can be used throughout for all golf courses in all countries...

If only

The USGA provides a better starting point for handicaps given that SR (slope rating) and CR (course rating) is used.  Therefore your handicap is adjusted when you play other courses based on this system.

Whereas in the UK your handicap is pretty much tied to how you play at your club thus is fundamentally flawed when you play other courses.
