Nine hole par 3 golf

Help! I have been charged with running an event golf tourney on a par 3 nine hole course with competitors some with h/caps but most without. I have no idea how to apply any sort of h/cap system. Any ideas anyone?

I have deleted two identical post to leave just one.

Now to answer your question.

It doesn't matter what score wins as long as everyone who plays has a fair chance of getting it.

9holes is usually half ones Hcp, but with the course being a par3 this can sometimes throw up some problems. I used the following format on a Pitch'n'Putt course to great effect. The figures are for 9holes.

Hcp to 6 - No shots

Hcp 7&8 - 0.5

Hcp 9&10 - 1

Hcp 11&12 - 1.5

Hcp 13&14 - 2

Hcp 15 - 2.5

Hcp 16 - 3

Hcp 17 - 3.5

Hcp 18 - 4 and 0.5 for each Hcp after to 28 which equals a shot a hole maximum.

If they don't have a Hcp, give them maximum = 9.
