Water filled Bunkers

Need some advice ..... Recently i played where most bunkers were full of water due to heavy rain. I had been told that if i were to land in the water filled bunker i get a free drop OUTSIDE the bunker(but no closer to the hole). But somebody i was playing with then told me that i have to take a free drop IN THE BUNKER WHERE IT WAS DRY.   WHO is right....

You can drop in the bunker for no penalty, but if you drop outside it,s one penalty stroke, even if the bunker is full of water.

The club should make them gur, then you would get a free drop outside.
