Casual Water or Hazard

Played 9 holes with my daughter at a little local course.  She hit her drive into a pond on the second hole but when we went to retrieve it, it was clear that the pond extended beyond the yellow hazard markers due to flooding and her ball was clearly in that part of the pond.  Does this count as casual water or part of the hazard?
