Signing for Handicaps

Took the plunge and joined a club for the first time today. now onto getting my official handicap so I can play in the comps.
Can anyone tell me who can sign a card for me. Does it have to be a member of my home club, a member anywhere, or just anyone.
Also, can I only submit cards played at my home club or can these be from any course?
