Tracking your golf handicap in winter

This is more relevant to non club golfers compared to club golfers who will maintain their handicap via club competitions.

this was an interesting reply to the above blog, I can kind of see way but seems kind of unfair

At every club that I have been a member of, handicaps could not go up in the winter (usually defined as October 1st through March 31st) but handicaps could come down.
