Texas scramble handicapping

I have recently played in a four person open texas scramble event. Upon arrival we were allocated a combined handicap of plus 1. We were told the handicapping system being used was the "double Silloth". A large chart was used to calculate plus 1 from the following 4 handicaps: 7; 10; 17 & 18. We did not question the system being used and assumed it would probably be a fairer system than the 10% of combined that we have previously played. We played our round and shot a total gross score of 60 which was 9 under par. After adding our handicap of one we had a total of 61 which came second to a winning score of 74 less 14 = 60. The individual handicaps of the winning team ranged from 17 up to 35. This system obviously favours high handicappers. Have you ever come across this handicapping system before? If you have do you have a copy of the chart used to calculate the handicaps and could you email a copy of it?
