Golf Rules

In a recent round in my Society Competition whilst marking my ball I dropped my marker which hit the ball but did not move it. My playing partner said I had incurred a penalty, I disagreed.

Rule 20-1 states that if a ball or ball marker is accidentally moved in the process of marking its position there is no penalty provided this is directly atributable to marking the ball.

Any comments ?
