Shot 38 Points No adjustment on handicap

one of our players shot 38 points the weekend (handicap is 23) according to the Golfshake system there is no adjustment to his handicap? I thought he would of come down at least one shot? is the system correct.........? thanks

It probably depends on the SSS of the course you played.
