Capping hcp's at 24 suggestion

Any chance we can get capped handicaps put onto the site, ie: in our society we feel once you have reached a hcp of 24 (down from higher hcp) you can no longer go back up to the dizzy heights of 28 as we believe you are no longer classed a novice if you could add a feature somewhere against the members name to cap at say 24 this would help a great deal. this doesn't mean they will always play with hcp of 24 because we still want the hcp to go down if they show further improvement just means they can never go back above 24.
