Darren,
my suggestion of getting groups to sign in & out after every round would be a lot cheaper. Also you could just get people to ring the pro if there is a problem on the course? The big problem you've got is applyIng any penalties to these slow players as they will no doubt disagree & in a market where clubs are struggling for members they won't want to upset them for fear of upsetting them.

Played in Spain a few times and there is something similar built in to the buggies on one of the courses or maybe more that I have played. The system has maps of each hole come up on the screen complete with all the yardage or metres if you set it for that and a clock that runs all the time telling you exactly how many minutes behind or ahead of your scheduled time you are. The marshalls will come out if the time is excessively behind but they usually tell us that the slow groups infront have been told to get a move on. You do find yourself clock watching though to make sure you don't fall too far behind if there is no one in front of you but if you are keeping up with the game infront it's not really a problem and you forget about the clock.
