help with tee offs

Hi, I am organising a tour for 11 golfers and we have 4 different tee offs. How can I arrange it so that everyone gets to play a round with everyone that is on the tour. This is driving me mad, we have a 3 ball and 2 4 balls each tee.Any help would be much appreciated and if you do know a way please let me know. Just number the golfers 1-11 if this helps. Cheers

I have 5 playing with all golfers, 4 that do not play with one and two that do not play with three

I will continue to try and resolve!!

This is known as 'The Social Golfer' problem and is not solvable in some situations.
