Would agreeing to free drops out of bunkers break rule 1 -3 or would actually taking a free drop out of a bunker be the way of breaking it?

This is when all bunkers are in play according to the club.

One cannot agree to waive a rule in golf, <Matt.

One cannot trake a free drop from a bunker and if the lie is that bad then a penalty drop in the same bunker is allowed.

One cannot agree to waive a rule of golf, Matt.

Whatever you do on the course with friends is entirely up to you but any good score using any such agreement will be null and void.

1-3. Agreement to Waive Rules
Players must not agree to exclude the operation of any Rule or to waive any penalty incurred.

PENALTY FOR BREACH OF RULE 1-3:
Match play — Disqualification of both sides;
Stroke play — Disqualification of competitors concerned.
(Agreeing to play out of turn in stroke play — see Rule 10-2c.)

John ,in matchplay can you decide between you that in your match  that bunkers are out of play due to the adverse weather conditions before you start??

NO, David I am sorry. It is the clubs responsibility to make the bunkers GUR if the conditions are such that bunker play would be impossible.

If the club have not done this then it is tough, one cannot agree to waive a rule in golf.

Rules are Rules Matt.

Doesn't matter what you agree in friendlies if you just having a knock or a warm up round cos you aven't played for weeks it's up to you.

In a competition ALL PLAYERS PLAY TO THE RULES.     simples
