Rightly or Wrongly - Disqualified 2 People for breach of rule 33-1?

Just wondering what peoples views are on this. I had to disqualify two members of my club today from two competitions due to them breaching rule 33-1. They are however now trying to argue that what they did was the only thing possible to play the two competitions today with situations at the club and the current lousy weather. I'm trying to maintain that rules are rules and can not be bent or broken by a club no matter what.
