how can i play against my friend if he shoots more than 28?

Also if he was a member somewhere would he not be allowed a handicap, or if he was given 28 would never have a chance?

As he is not yet good ernough to get an official handicap then you can give him how many shots you like.

It would be better, though, if you encouraged him to keep off the golf course until he has learned how to strike a golf ball. Lessons and practice would be of more benefit.
