Stones in Bunkers

Now that I've played a few more different courses I'm wondering why every course tells me that its a local rule that stones in bunkers are moveable objects?

Are there any courses where they aren't? And if not, why have the local rule?

Stones are a natural occuring element and generally in a hazard would be classed as part of the hazard so technically the rules state you can not remove them. However its commonly known that stones in bunkers are dangerous to health and safety and I've heard the horror stories of people being blinded by stones in bunkers, so most clubs have the local rule that makes stones in bunkers moveable.
